What Is A Utility Survey?

A Utilities Survey is an accurate record of subterranean services within a specified area. Typically, this information is presented in plan format but can be marked at ground level for immediate results. Undertaken prior to excavation a Utilities Survey provides critical information on the location of buried pipes and cables. It is an important stage in the construction programme serving to reduce the risk of accident.

We use Ground Penetrating Radar and GPS instruments to track the path of water mains, drainage systems, gas pipes and electrical cables across the development site. The survey data is available in 2D or 3D and referenced to previous Topographical Survey. Depending on ground conditions it might be possible to locate buried objects, structures and voids.

3 Tier Utilities Survey Solution


We offer a 3-tier service for basic drainage mapping, utilities detection and full PAS-128 procedure.

Level 1 - Drainage Mapping
We offer a basic drainage mapping service locating foul and rainwater runs through to the mains sewer connection. The survey data is typically delivered as a 2D plan referenced to a previous Topographical survey.
Level 2 - Utilities Survey

Our Level 2 service is a detailed site investigation using Ground Penetrating Radar (GPR) instruments to locate buried pipes, cables, objects, and voids within the designated survey zone. The survey is traditionally delivered as a 2D plan and referenced to a Topographical survey. This survey is based on utilities tracing intervals every 5 metres and appropriate for private residential development.

Level 3 - PAS 128 Survey

The Level 3 Utilities Survey provides a comprehensive investigation following the procedures set out in PAS 128 regulations. The level of detail is identical to our L2 service but with noticeable differences in terms of process and methodology. This premium service is purposed for major private and public sector construction projects.

3D Utilities Survey

We are experiencing an increased volume of enquiries to deliver a Utilities Survey as a 3D Model. Surveybase offer this service in either 3D AutoCAD or Revit. 3D strings are generated from the survey data and map buried utilities runs; drainage, cables and pipes. The workflow begins in AutoCAD and can be imported to Revit and located to a GPS / OS coordinate.

PAS 128 Survey in detail

PAS 128 begins with consultation to clarify the survey expectation and agree an appropriate approach including all or some of the following;

PAS 128 Type D – Research

Online research of local authority and service provider “asset” records. The research is processed as a report and includes prints of the utility plans held on file.

Type C – Reconnaissance

A site reconnaissance survey to validate the Type D research and visually record obvious service runs at ground level. Type C delivers a marked-up plan with notes.

Type B – Detection

Type B is a full utilities survey using Ground Penetrating Radar (GPR) instruments to detect and map buried pipes, cables, objects, and voids within the designated survey zone at stipulated tracing intervals. The survey is traditionally delivered as a 2D plan and referenced to a Topographical survey.

Type A – Verification

A meeting with Site Management to confirm the Type B survey records prior to excavation. Given the potential Health and Safety risk this is a recommended stage in the PAS 128 process.

PAS 128 Methodology

The PAS128 methodology outlined above extends to regulating the intensity of site investigation. PAS classifies the nature of the proposed survey site under 4 further categories; M1 to M4 as follows;

M1 – A site where the density of services is typical of an undeveloped area; such as greenfield and parkland spaces.

  • Maximum Survey Grid 10M; Utility Trace Intervals 5M

M2 – A site where the density of services is typical of a suburban area or where known utilities cross the boundary of the survey zone.

  • Maximum Survey Grid 5M; Utility Trace Intervals; 2M

M3 – A site where the density of services is typical of a busy urban area or for clearance surveys before operations such as borehole drilling, excavation and landscaping.

  • Survey Grid 2M; Utility Trace Intervals 1M

M4 – A site where the density of services is typical of a congested town or city centre.

  • Survey Grid 2M; Utility Trace Intervals 0.5M
